The European Union has set a bold ambition to reverse this trend. It plans to double freight rail's modal share by 2030, both to reduce the transport sector's CO2 emissions and to ease the congestion of major road connections. 2 Achieving this ambition would see freight rail volumes grow by around six percent a year in ton-kilometers (tkm). For rail freight to be able to meet the modal shift objectives of increasing rail freight volumes by 50% by 2030 and doubling volumes by 2050 , it needs to be cost competitive with other modes of transport, particularly road. This will require the implementation of Track Access Charge regimes which looks to ensure parity in cost for road and rail. Overview Overall only about 18% of European cargo moves via railways; in some countries, such as France, the percentage is much lower, but it is obviously higher in other countries, including Lithuania where over 70% of domestic cargo is transported by train. [2] In 2020, the global rail freight industry was worth 247.4 billion U.S. dollars, projected to rise to around 278.6 billion by 2026. Approximately 3.13 trillion tonne-kilometers of goods were hauled.

(Photo: Shutterstock/John Keenan) The European Union has an ambitious goal to increase rail's share in freight transportation to 30% by 2030 in order to reduce greenhouse gas emissions. Germany recorded the highest rail freight transport performance in the EU Germany was by far the largest contributor to the rail freight transport performance in the EU, with 125 billion tkm in 2022, representing around 31 % of the EU total (see Figure 2). Poland and France followed with 59 and 35 billion tkm, respectively. Although the average share of rail freight in the 27 EU member states was 16.8 percent in 2020, there are considerable differences: frontrunner Lithuania has a share of 64.7 percent, Greece a poor 3.2 percent. In Germany, Europe's largest economy, it was 17.6 percent in 2021. But not only the very heterogeneous actual conditions pose a problem. Every year there are new success stories: in 2020, more than 12,000 trains travelled between China and Europe, according to China's Customs Authority, carrying more than a million containers to 21 countries and 92 European cities. The rail freight traffic between Asia and Europe has grown six-fold over the last five years.
