The point of the Wall is to frighten mortals into faithfulness to the gods (ANY god) to sustain their existence, once they are frightened that's the job done. There's no particular need to have a horrible real Wall except to sustain the fear. During the dream sequence with Bishop, you can hear the chilling sounds of children screaming in the wall. In the Avatar series, during the re-evaluation (Trial of Cyric is in front of me as I type this), it's not that there wasn't a Wall of the Faithless when Kelemvor showed off the changes to his city, it's that the author simply didn't describe the wall in the description.
