Anemone can't install badges. The QR codes were made because the devs had planned to support badges at some point. You need to use GYTB for custom badges. Get it either from github or from the universal updater if you're using that. After you've installed that, make a new folder on the root of your SD card called "badges". I have this same issue on New 3DS 11.13, Luma, Anemone 2.1.0.
