Jeju Island is far south of Seoul and closer to the equator, meaning that it's warmer than the capital. However, that doesn't mean that it isn't cold. You can see snow on Jeju Island in winter and the weather can be quite random. Temperatures can fall below zero, or be above 15 degrees. A Jeju Island winter isn't the same as winter in England - you can still get out and do things, and it's very unlikely you'll be snowed in. It did rain though, towards the end of my trip.
