Portion the cookies by the heaping tablespoon (or cookie scoop) and roll each piece into a walnut-sized ball between your palms. Cut two 1-inch slits down each end of the pastries. Fold over and secure to keep the filling from leaking out. Then, Cut off the top and bottom side pieces at an angle (see the photo). Continue to cut slits on an angle down the length of the pastry sides, making sure not to cut too close to the filling. Preheat oven to 400°. In a large saucepan, bring water and butter to a boil. Add flour all at once, stirring until a smooth ball forms. Remove from heat; let stand 5 minutes. Add eggs, one at a time, beating well after each addition. Continue beating until mixture is smooth. Drop by rounded tablespoonfuls 3 in. apart onto greased baking sheets. In a separate large bowl, cream butter and sugar until light and fluffy. Beat in the eggs one at a time, then add lemon zest and lemon juice. Gradually add the flour mixture to the butter mixture, mixing until just combined.
