Fire are high burst yes. Shadow is sustain dps. Sustain (In case you are new) Menas the longer you dps something the better dmg you do. Example: Fire drop dps after all buffs are gone. Fire Gunner allows you to burst very hard, then move your focus elsewhere when needed. Shadow needs to sustain DPS on the enemy for a much longer period to equal a similar damage.
