While you can anchor these structures mostly anywhere, there are a few restrictions both to which systems can have them and where (in space) you can place them. Citadels cannot be anchored in shattered wormhole systems (including Thera ). Citadels cannot be anchored in starter systems. Citadels cannot be anchored in trade hubs (Jita, Amarr etc.). Fitting an upwell structure is much like fitting a ship: if you have the roles required to take control of a citadel, you can just open up the fitting window and drop modules in just like a ship. To 'online' the service you must have fuel in the fuel bay which only seems accessible while controlling the citadel. [1] Once anchored, an Upwell structure is vulnerable for 15 minutes before being fully repaired. If attacked during these 15 minutes then the repair timer is paused. It is also reset if it occurs during daily downtime. Upwell structures will only come online after being anchored if a Quantum Core of the appropriate type is inserted.

However, there are some limitations in place, i.e. an Astrahus Citadel cannot fit a Market Service module. Service modules equipped to structures they are not designed for will not benefit from the structure's bonuses.
