At the end of the 19th century, St Leonard's workhouse in Shoreditch decided to adopt a cottage homes scheme to provide accommodation for children in a 'village' of small houses away from London. Charles Godfrey of Harrow Lodge Farm sold them an 80acre site for £6,300 in 1886 on which The Hornchurch Cottage Homes for Children were built. Hornchurch parish became an urban district in 1926. The district was extended in 1934 and 1935 to include Upminster, Rainham, Wennington, Cranham, and parts of Great Warley and North Ockendon, all of which were in Chafford hundred. In 1965 the urban district was united with Romford M.B. to form the London borough of Havering.
